The history of the Russian security agencies started on 20 December 1917 when following a decree by the Council of People’s Commissars, the All-Russian Extraordinary Commission for Combating Counter-Revolution, Speculation and Sabotage (also known as the Cheka) was set up and headed by Felix Dzerzhinsky.

The contemporary history of the security agencies in Russia began on 3 April 1995 when RF President Boris Yeltsin signed a Law on Agencies of the Federal Security Service of the Russian Federation. The agencies of the Federal Security Service of the Russian Federation are responsible for counter-intelligence, counter-terrorism, crime fighting, intelligence and border guard activities, information security. The President of the Russian Federation is constitutionally in charge for the Federal Security Service of the Russian Federation.

The postage stamp features a shield and a sword in a garland emblematic of the national security agencies.
