Although this issue was authorized by the Niger postal administration, virtually the whole issue was not sold in Niger, but only distributed by the Niger philatelic agency Stamperija for distribution onto the philatelic market. The massive numbers of issues produced obviously were not needed in Niger and it is obvious they were made for profits to the agency from stamp collectors.
