Stamp design: F. Kepler. Printed by The Russian State Printing Works, St. Petersburg. Type I: background (burelage) between stamps divided. Type II: background (burelage) between stamps undivided. 2-Headed Russian Eagle. The ring-type stamps were regarded as stamps of the Russian Empire, and the rings implied that they were intended for use in the Grand Duchy of Finland.
