Stamp design: F. Kepler. Printed by The Russian State Printing Works, St. Petersburg. Type I: background (burelage) between stamps divided. Type II: background (burelage) between stamps undivided. 2-Headed Russian Eagle. The ring-type stamps were regarded as stamps of the Russian Empire, and the rings implied that they were intended for use in the Grand Duchy of Finland. Russian stamps (without rings) were also used for postage in Finland. For these Russian versions check catalog of Russia, series "8th Definitive Issue of Russian Empire".
